Initial Email Enquiry –

Please can the membership assist a representative from Texaco with information relating to accounting for personnel during site fire alarms. Reply to all please.

We are looking to improve our site mustering procedure. At the moment the site personnel muster outside when the site alarm sounds, and then a paper exercise follows making sure everyone is accounted for. Can you please help with information as to what other companies do when they need to muster large groups of personnel. Do they muster inside or out and have they got a paper or electronic register.

We have an electronic system we use to account for all personnel, we muster our personnel inside. I would highlight that there are some systems which promise the earth and do not deliver. I am happy to provide Ray with some information on what we do and what we have learned from our experiences.

Here at the ConocoPhillips Humber Refinery we have a Access Control System ( Group 4 ) as part of this system we have muster readers in safe locations such as the contractors cabin compound areas and also in administration buildings etc.

Therefore if we sound the site alarm contactors and staff go to these designated places of safety and swipe there access cards through the muster readers and stay at that location were we have tannoy systems to relay information to them, this action removes them from the onsite print outs which is actuated on sounding the alarms and updates every ten minutes, thus we have a very quick and accurate account of who is on site and not accounted for, this is carried out by the head count team.

This system also works if we should sound the toxic gas alarm as people are told to stay inside buildings and close all doors and windows, with the muster readers being inside the main buildings this gives a accurate account of personnel quickly.

At Engen Oil Refinery, Durban, South Africa we have 9 Assembly points around the facility. When an evacuation is called for (either by the type of alarm or via Evacuation Marshals) the staff muster at the closest Assembly point to where they are at that time.

When Evacuation Marshals have purged the facility of people, they too report to an Assembly Point and take a roll call on a standard form (as attached). An electronic roll call wouldn’t be any good if there was a power failure.

Our facility is approximately 3 kilometres long and 1 kilometre wide. Approximately 1000 workers.

All Assembly points are in the open air, close to entrance gates into the facility. So people could be moved out in a hurry if necessary.

We train all Evacuation Marshals at a morning course. 2 hour theory where we look at the following:

  1. Types of fires
  2. Types of detection systems and alarms
  3. What to be aware of in our environment
  4. How to evacuate a building - includes an appropriate video
This is followed by a practical where they physically have to evacuate a building of 18 offices. The building is lightly smoked and lights turned off. (the trainee has a torch) A sound CD is played of fire, screaming, sirens etc in speakers fitted in the office ceilings and a number of my staff occupying the offices.

After the trainee has purged the building, they have to take a roll call. Their evaluation is a discussion on the things they did well and not so well and if they got everyone out of the building.

All Evacuation Marshals are given a kit containing:

  1. Reflective bib
  2. Ice Blue hard cap
  3. Evacuation Marshal metal badge
  4. Air horn
  5. Ear plugs
  6. Two cell torch and batteries
  7. Clip board and roll call sheets
  8. A bag to keep everything in

They are contacted by internal PABX telephone system by an Evacuation Coordinator or respond to emergency plant hooters.

Here at Borden Chemical we muster inside at several locations on the sounding of the site klaxon and take roll call, and as with you, it's a paper exercise. We carry out this roll call every first Monday of the month. Comm's are maintained in addition to land lines ( which include lines not on the site system) via portable radio & intrinsically safe mobile phones. Be glad to share any informatiom with you.
