Flames and smoke rise above an oil pipeline fire that killed two workers near Clearbrook, Minn., on Wednesday.

The U.S. Department of Transportation has fined Enbridge Energy Partners more than $2.4 million for violations of federal pipeline safety regulations. This follows an investigation into the 2007 fatal incident when repairs to one of the operator’s pipelines caused leaking oil to ignite. It was found the operator failed to safely and adequately perform maintenance and repair activities, clear the designated work area from possible sources of ignition, and hire properly trained and qualified workers.
