SEVEN people died after an Indian oil tanker exploded and caught fire at a shipyard in Zhejiang Province yesterday.    All the victims were Chinese, said a city government spokesman in Zhoushan.   Smoke was detected followed by the explosion at 7:30 a.m., when seven workers were repairing the unloaded tanker, which has a capacity of 50,000 tons of oil, at the Haizhou Shipyard in Daishan County in the city of Zhoushan, the spokesman said.   As of noon yesterday, the fire had been put out and rescuers were still searching for the three missing people, the spokesman said.    The identities of the victims were not available yesterday. The cause of the accident was under investigation.
