USA – Reactive Chemical Fire in Sauget, Illinois Triggers Four-Square-Mile Shelter-in-Place
A hazardous materials fire at an industrial facility in Sauget, Illinois, forced emergency managers to place more than 3,400 homes and businesses under a shelter-in-place order in the early hours of Wednesday 12 August 2026.
The St. Clair County Emergency Management Agency reported that the fire began at around 12:45 a.m. at ContainerPort Group, in the 2300 block of Sauget Industrial Parkway. Multiple crews were still working the incident shortly before 3 a.m., and more than 15 agencies were ultimately committed to containing the smoke plume.
The material involved was identified as trichloroisocyanuric acid, a chlorinated oxidiser widely used in pool sanitising tablets and industrial disinfection. Up to 15 pallets of the product were involved. Exposure can cause skin, eye and respiratory irritation, and the compound reacts with water.
That water reactivity shaped the tactical response. Crews applied water for plume control while simultaneously working to contain contaminated run-off, requesting around five tandem loads of sand to construct a berm and isolate drainage from the fire ground.
The shelter-in-place zone covered roughly four square miles, extending from just north of St. Louis Downtown Airport to just south of State Street, and from South 19th Street east to just west of Interstate 255. It was extended northwards during the response as the plume shifted. Residents were advised to remain indoors, close windows and shut down systems drawing outside air into buildings, and East St. Louis School District 189 cancelled classes for the day.
The order was lifted at 9 a.m. as conditions improved. No injuries have been reported and the cause remains under investigation.
Shared learning: palletised oxidiser storage presents a well-documented escalation risk, with decomposition producing irritant products and water application generating contaminated run-off. Sites holding chlorinated isocyanurates should confirm that pre-incident plans address segregation from incompatibles, drainage isolation and containment capacity, and downwind notification arrangements agreed with the local authority.
