Hope you are well.

Today we have asked Graham Atkinson of the HSE, Bob Benedetti of the NFPA,  David Nugent of Valspar, Mike Snyder of Dow Corning and John Le Blanc of FM for their view on the attached file.  After a large fire occurred in the Netherlands, the Dutch equivalent of the CBS asked stakeholders to improve the fire safety provisions of warehouses with flammable and combustible liquids stored in IBCs  Joint efforts resulted in the attached file.

We would be pleased if any JOIFF members with expertise in the field of fire protection of IBC storage would critique the attached file and share their comments with us. Feel free to contact us (Cor Barendregt, Ernst Rijkers and Jeanne van Buren) if you have any questions.  We have also done some modelling of the scenario and were wondering if you know anyone else who has done some modelling.

Subject:                    Fire Protection of Cryogenic Ethane/Propane Operations - What are your Practices or Views?

I’m looking to review any information from the colleagues out there on fire protection philosophies or actual practices regarding protection around cryogenic liquid ethane and cryogenic liquid propane.  This would include areas of fractioning /  separation process area, storage,  and ship vessel loading operations.  I would appreciate if you could solicit input from the JOIFF.

Hi I work within the Process Safety team at Dow Corning Ltd in Barry, South Wales. I am currently leading a project that is looking to make improvements to the Operations Team Emergency Response Management System here at the site. My project will focus on the Emergency Response Procedures, Training and Drill programs that will enable our COMAH plant operators to respond effectively and consistently to foreseeable credible emergencies on their specific plants. This particular project is focusing on the actual Operator required actions during emergencies and not that of the Fire and Rescue Team.

The starting point of the project is to make improvements to the process specific Emergency Response procedures. We are aiming to have easily accessible, concise, accurate procedures for each foreseeable credible scenario. We are currently benchmarking against other UK based companies from the Chemical, Petrochemical and Nuclear industry. I would really appreciate if you could take part in this benchmarking activity and answer the questions listed below.  

1.      Gathering Information

How do you as a company identify the Foreseeable Credible Scenarios and response actions to include in your process areas Emergency Response Procedures? Is this completed by an individual or an expert team? If the answer to this question is an expert team, which roles would typically be included in your expert team?

2.      Writing The Procedure

Are your procedures scenarios based? How is the information displayed, checklists, decision trees or plain text? If decision tools are utilised, what specific software do you use to develop these. What type of information is included within your procedures?  Do you have any non-essential information stored elsewhere in training manuals etc? On average, how many pages are your specific scenario response actions displayed in? If you feel you have a good example of a concise emergency procedure that includes checklists, decision tools etc and are happy to share it with me, this would be very useful.

3.      Procedure Validation

How do you verify accuracy of Emergency Response Procedure content?  What is your approval process?

4.      Publishing The Procedure

Once a procedure is developed or modified, how do you ensure the adequate level of Operator follow up is completed? Does the level of follow up change with the complexity and extent of the procedural change? How do you manage this?

5.      Storage

How do you store your procedures? Do you have both hard copies and e copies? How do you store the hardcopies and how do you ensure you have strong document control to ensure the most up to date hard copy is in use?

Subject:                   What Experience Do You Have (If Any) With 'FoamFatale'

How are you I do hope that all is well with you.  Can you please arrange for persons who are part of the JOIFF membership to provide me with information on the FoamFatale technology?  If possible I would like to have industry relevant information on the following:

  1. Refineries and bulk hydrocarbon storage tank facilities where this system is currently installed.
  2. Recorded success rate with regard to suppression of fully involved product and crude storage tanks 40 – 80 feet in diameter.
  3. Recorded success rate with regard to suppression of fully involved product and crude storage tanks 100 – 280 feet in diameter.

I would also appreciate an MSDS on the product if one is available, any known limitations of the system and environmental concerns if any.

Subject:                   LPG Fire Detection & Protection - what's your experience? What standards do you practice at your facilities?

Can I please put a question to the JOIFF forum. 

We are reviewing our standards for the fire detection and water deluge of our three Butane Spheres. Questions to the JOIFF forum;

1.      What detection and protection standards are being used?

2.      What type of deluge systems are installed and the advantages and disadvantages of the systems, i.e. ring deluge vertical or horizontal, flood system?

3.      Are the deluge systems activated  automatically by detection,  remote activation or manual -  advantages and disadvantages?

Subject:                   Portable lame Detection?

Hi Kevin,

I’m looking for information whether you know portable product to detect flame. I’m aware that flame detection available in the market is for fixed system only

Actually we identified numbers of blind spot at the facility that has not been covered by plant integrated fire & gas detection system. To have additional fixed detectors on-line it will takes quite sometimes to satisfied design, procurement and installation.

To cover that gap immediately, we plan to procure (if product available in market) and install portable flame detection system which also:

  • Effortless to transport by personnel
  • Both battery and AC powered system
  • Having audible alarm to warn nearby operator
  • Intrinsically safe design

If the product may linked to extinguishing system that would be great, however if it is can’t be linked it will be fine as well

Subject:                   Use of Smoke Masks - Your thoughts appreciated...

Dear Kevin, can you please help me putting this question to those members whom you think can help provide their best expertise on the subject matter.

I am the Chief Fire Officer and the Emergency Management Services Manager of the Qatargas Operating Company Limited in Qatar. Our corporate officer have recently moved to a high rise building of 52 floors in the down town of Doha. The tower carries all the modern fire safety means including the portable and fixed fire fighting systems.

Immediate evacuation is the policy of the tower from the affected floors to the fire protected lobby (each floor have two such enclosures of 2 hour fire resistance) and then immediately to 5 floors below (phased evacuation).  The complete evacuation is decided after an  assessment by the Incident Commander.  The critical fire safety system in this tower includes the following.

  • Smoke Extractor system- Starts working at the floor immediately after the fire detector actuation and will provide negative pressure at the fire floor.
  • Positive pressurization- Develop POSITIVE pressure in the spaces requiring protection like the fire protected lobby, staircases, two floors above and two floors below fire floor.
  • Heat /Smoke detectors throughout the building including  stair cases.
  • Fire retardant materials are used for the furnishing; protected lobby and the staircase have 2 hour fire resistances
  • Fire Compartmentation, Sprinkler system, fire extinguishers, hose racks, fire detectors , Emergency communication system, PA system, CCTV etc. throughout the building are the components of the fire safety system, or at least compliments the evacuation procedures.

We estimate a complete evacuation within 25 to 30 minutes of time (in a recent exercise it only took 19 minutes for 1000 employees to evacuate).  All the above said safety critical system can take care of the smoke management in the tower. Nevertheless  I am now thinking about the  unreliability factor of these safety system, so  interested to find out the international practices of usage of ‘smoke mask’ as an additional safe guard.  Which can provide a safe supply of filtered air for up to 30 minutes. I would request you all to kindly provide me with response to the following queries given below, in the context of the information provided above.

  • Understanding the fact the safe escape depends on the correct usage of mask thus required sufficient training.  If given the  training,  how effective you all have found the use of smoke mask in a panic stricken situation? 
  • For the usage, the smoke masks shall be immediately available.  Where these smoke mask are kept ready for the use? Is  it being distributed in the event of emergency Or is  issued to individuals before ?
  • How are the Visitors trained on the usage of smoke mask?
