SOUTH KOREA – Toxic Gas Exposure at Pohang Steel Plant Leaves Three Workers in Cardiac Arrest

A series of recent safety failures at Posco’s massive Pohang steelworks has drawn renewed attention after another serious incident left six workers injured on 20 November in North Gyeongsang Province, South Korea.

The Incident
The emergency began at roughly 13:30, when firefighters were called to the site after several workers were found unconscious in an outdoor section of the complex. Two subcontracted cleaners had reportedly inhaled toxic fumes—believed to be carbon monoxide—while carrying out sludge removal tasks. A Posco employee attempting to rescue them was also exposed and collapsed. All three were transported to hospital in cardiac arrest.

Three additional employees sustained minor injuries after inhaling the gas while assisting in CPR and rescue efforts.

Condition of the Injured & Early Findings
Police confirmed the following day that an investigation had begun, with officers gathering CCTV footage, work logs, and witness statements. Authorities said one of the subcontracted workers had regained consciousness, while the other two affected individuals remained in serious condition.

Although the accident took place within the mill’s boundaries, the specific location was not fully enclosed, prompting investigators to focus on whether proper protective equipment and safety protocols had been used.

Company Response
In the aftermath, Posco dismissed the head of the Pohang steelworks. CEO Lee Hee-geun has temporarily taken over operational control of the facility. The company also appointed the chief executive of Posco Safety Solutions—its safety-focused subsidiary launched in September 2025—to lead a special task force aimed at tightening safety practices across the organisation.

Next Steps
Police stated that a comprehensive investigation—conducted jointly with relevant government agencies—will take place. A formal site inspection is expected in the coming weeks.
