CHINA – Explosion at East China Chemical Plant Deemed Major Safety Liability Incident

A newly released investigation report has concluded that the fatal explosion at Shandong Youdao Chemical Co., Ltd. in Gaomi, Shandong Province, was a “major workplace safety liability accident,” according to local authorities on Friday 27th of March.

Overview of the Incident

The explosion occurred on May 27, 2025, leaving 12 people dead and injuring 19 others. The report estimated direct economic losses at 58.6 million yuan (approximately 8.48 million U.S. dollars).

Primary Causes of the Explosion

Investigators identified several key factors behind the blast:

  • Technical design and operational flaws
  • Unauthorized use of low-quality raw materials
  • Improper selection of material transport equipment

Systemic Failures and Oversight Issues

The report also highlighted broader systemic problems, including:

  • Inadequate risk prevention and control measures
  • Superficial or ineffective hazard inspections
  • Illegal construction and production activities

Moreover, the investigation found that local government departments and the Party committee had not adequately performed their supervisory and regulatory duties.

Accountability and Recommended Actions

The findings led to recommendations for:

  • Criminal investigations into 10 individuals, among them the plant’s general manager
  • Party and administrative disciplinary penalties for 49 others, including officials from the city’s chemical industry development service center
